Every five years the City of Newburgh submits a Consolidated Housing and Community Development Plan to the Community Planning and Development Office of the U.S. Department of Housing and Urban Development (HUD) to establish a strategy which will guide our allocation of resources, particularly those programs administered by HUD.
This Five Year Plan serves the following purposes:
- Integrate of its housing and community development programs with guidance by, and accountability to, citizens generally, and especially those who can benefit the most from the effective implementation of these programs.
- Apply to the U.S. Department of Housing and Urban Development for formula-based Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) funds.
- Lay out specific strategies for the implementation of the CDBG and HOME programs for the period of 2006-2010.
- Define an annual action plan to allow for performance measurement.
