What Does the City Own

There are a number of properties the City of Newburgh obtains throughout the year that may be available for purchase. City-owned properties are generally acquired through tax foreclosure or donation. The City periodically develops a disposition strategy which may include auction, sealed bid, development packages, or request for proposals for specific projects.

The City of Newburgh recently disposed of over fifty properties via auction and sealed bid.

How to Make an Offer

You may participate in any scheduled auctions or requests for proposals. The City will also consider candidates demonstrating a serious interest in receiving proposals throughout the year.

Examples of the review criteria include the proposed property use, purchase price, financial ability, and capacity to complete the project. Further guidelines will be specified in the applications.

Property Inspection

Contact the Department of Planning & Development to make an appointment to visit a property. Not all properties are available for inspection. Please direct all requests to Ms. Tara Miller, Office Manager, at (845) 569-9400. When visiting property, please wear work boots, and bring a flashlight, camera, and notebook. It is also recommended that you bring your contractor or architect.

Property Questions

The Department of Planning & Development strongly encourages each individual to complete thorough research on the property or properties they wish to buy, prior to making an offer on a City -owned properties. It is also recommended that each individual contact the building department to discuss their plans before beginning any work. The Tax Collector can provide information on back taxes due (you are responsible to settle the back taxes for the previous two years). The Department also suggest a title search preceding the purchase of a particular property.
